Dubai Cultural Council

The Emirate of Dubai seeks to achieve excellence in cultural and artistic arenas. Culture is a vital component of any society’s structural existence. Developing culture in Dubai is necessary to strike a balance with the other accomplishments in infrastructure and technology.

The emirate boasts a rich legacy of contributions from its various organizations like the Cultural and Scientific Association, Al Owais Cultural Foundation and Juma Al Majid Heritage and Cultural Center. In addition, Dubai is a perfect blend of tradition and modernity as reflectedbythevariouslibraries, artgalleries, theatres, andmuseums. It also possesses the infrastructure needed to support the cultural vision of its leadership. And as the emirate is increasingly assuming a greater cosmopolitan character, its emergence as the cultural hub of the region would be a well deserved progression.

The role of the Dubai Cultural Council is to facilitate the realization of this vision. The Council aims to achieve this through extending support and encouragement to all the efforts (individual and organizational) directed towards cultural development, coordinating and collaborating with various governmental departments and cultural organizations and more importantly through a strategic integration of all the endeavors with the broader aim of evolving an active and vibrant cultural canvas that truly embodies the dynamic and progressive spirit of Dubai.

The private sector is more than welcome to participate in the cultural development by supporting the production in theater, drama, music, finearts, cinemaandotherformsofartisticexpressions.DubaiCulturalCouncil highlights through media the cultural activities in the UAE in general and in Dubai in particular.

Bidoun Projects at the Creek Art Fair

Bidoun Projects presents Panoptikon (2005), a video installation by Emre Hüner, at the CAF.

This seminal film by Istanbul-based artist Emre Hüneris comprised of exquisitely drawn and animated landscapes that form fantastical future-retro worlds. According to the artist, "Panoptikon has been produced by reuniting in a digital environment an archive formed of objects, plants and architectural components I drew on paper independently from one another, and animating this archive by using two-dimensional animation techniques. The structure of the work is based on parallel spaces between the layers of an imaginary world, our world and the idea of reflecting the history behind the visible through events."

Emre Hüner was born in 1977 in Istanbul, where he currently lives and works. Working in drawing, video and installation, he explores themes around hypertechnological industrial developments; man’s relationship to nature and architecture; and the concept of risk in society. He draws on an archive of images collected from the internet, found photos and books.

Recent exhibitions include the 10th Istanbul Biennial, curated by Hou Hanru, and 'Fairytale', at TICA, the Tirana Contemporary Art Institute (2007). Hüner’s artist’s book Bent 003 was published by BAS, Istanbul, in 2007. He also took part in the exhibitions 'Video Invitational #2' (2006) at Via Farini and 'Con Altri Occhi' (2005) at the Palazzo della Ragione, both held in Milan.
